PLEASE help! Not sure if Herpes or Folliculitis or Ingrown Hair? pics inc.

I received oral sex without a condom and had sexual intercourse with a condom.  Day prior and day of intercourse, I did shave and trim pubic area.  Nine days later, I noticed what looked like a popped ulcer or boil because it was itchy.  It was located near base of penis on right side.  It is round with a hair in the middle, that looks crooked at top.

The following day, bit of redness surrounded this ulcer, and appeared to grow blisters.

So the surrounding blisters are around the original ulcer.  Each blister does seem to be centered around a hair follicle.  However, the appearance of the blister is what is throwing me off and worries me.  

The partner claims that she does not have herpes nor any other std.  I did shave in the area of the blisters with apparently poor prep technique.  None of the blisters are painful, nor any pain urinating.  The blisters are more itchy if anything.  The area does seem to respond well to warm compresses and Neosporin.  I also rinsed the area once with hibiclens (although it says not to use on genital area).  

Please advise!!

Folicus can spread as well. The best advice is to get them looked at today. Even if you have to go to a walk in clinic. Make sure they swab and test the lesions.

If there is a hair in it then you can rule out herpes.

thank you for your reply.  But did you see the pics?  

my biggest concern is the appearance of the blisters b/c they don't seem like pustules.  

the blisters are over a raised reddish area.

also, the way the blisters seem to slowly appear or spread.  if it were folliculitis, wouldn't the blisters appear at the same time?
