Could the wet underwear have allowed for any chance of an std? I went to obgyn today and she examined my labia and said everything looked fine. She did not warrant std testing.
However there was a miniscule cut on my clitorous. Could this be the beginning of herpes? Do they sometimes start in one singular cut?

No. Hsv and every other std for that matter will not penetrate clothing. Even wet underwear. Zero risk to you. Sorry it took a bit for your answer.
