Bumps

So I have a two small "bumps" on the top side of my penis shaft.  They are visible but not really noticeable to the touch. One is super small I have to strain to see and the slightly larger one just looks more like bubbled skin than anything.  It is centralized around a hair and isn't growing.  Could this be warts?  I've had a brown bump on the side of my penis before closer to the base as well.  It seemed sort of semi circle shaped and was only slightly darker than the normal skin - again looked more like raised skin than a growth on top.  I scratched it and it came off very easily with no pain or bleeding.  Would warts scratch like that or appear singularly with different appearances?  I do know I have fordyce spots.  Thanks.

Get them removed and biopsied for HPV.  The larger one seems like it to me.
