Hi. Yes, the bumps in your genitals sounds like HPV genital warts. Don't wait to see your GYN. Do it asap because the sooner that they are gone, the sooner you will recover from this. Women can get tested for HPV. Although you see evidence of the low risk strains (warts), this does not mean you don't also have the high risk for cancer strains. Please get tested now. Waiting makes no sense unless you have to due to medical plan.
The ones on your top lip could be oral HPV or not. You should always start with your dentist and ask for an oral exam. If warranted, your dentist will send you to an oral surgeon to remove them and biopsy them. You could also go to an ENT doctor but most people start with a dentist or just go to an oral surgeon if they think they have oral warts. If they are warts, they need to be removed. Oral cancer is a big deal but its very curable. Hopefully they have not spread into your throat.
Good luck. Seek medical treatment for both asap. The sooner you get these bumps removed, the sooner your recovery can begin. HPV is a very common STD. 8 out of 10 sexually active adults have it. Half of them don't know they have it because they have no bumps. For most people, the bumps go away for good after treatment. For some, they keep returning. You should not have sex until you know what you have and are recovered for at least 3 months. If its oral HPV, don't kiss anyone or share drinks or share cigs or utensils. If its genital HPV, you are infectious and you will infect someone who may not have it should you have sex with them. Right now, your good health is more important than your sex life.
Good luck!
