Risk of Syphilis, HPV or Herpes with skin to skin contact?

So, I was with a transgendered woman. She asked to perform oral sex on me. I said that I didn't feel comfortable and then she gave me a handjob. She asked if she could kiss my penis (dry) and I let her (dry). She also kissed my scrotum, and sucked my nipples. Was I being safe? I assumed that was safe behavior but I did a quick chat at planned parenthood and the hotline person insisted that any skin to skin contact was at risk of acquiring Syphilis, HPV, or Herpes.

Now because of that I'm feeling paranoid.

I think youre being paranoid. I dont see you contracting HPV from this at all, or syphilis. Unless she had legit weeping cold sores on her mouth then i might be worried about herpes but i doubt that. Dont worry, you should be fine. I dont think anyone has ever contracted an STD with a handjob.
