What could that be? (After Masturbation)

Hi,

2 weeks ago, I noticed two small (really small) bumps similar to a tiny single cauliflower, one on my penile glans and the other one on the shaft. I saw them after I masturbated. That had never happened before and I got to see a doctor two days after I noticed them. But, by the time I saw the doctor (an urologist) they were gone. I was able to see the confusion in the eyes of the doctor. And he told me that he saw nothing, there is nothing to worry about. I've had protected and unprotected sex with my last partner (I'm a 23 yo, heterosexual male) Then, couple of days later, after masturbation (again) I noticed one on the glans and another one on the shaft. They were on completely different spots. One of them is gone (the one on glans), but the other one remains... And just two days ago I saw a little bump just on the edge of my upper lip, which makes me worry much more because it is rarer to see wart on lips. And I feel a little pain in my penis (inside, toward the end), and it sometimes goes away then just comes back. It is not like much of a burning when urinating.

I am too scared that it's HPV. Sometimes, I feel overwhelmed by it. Worrying that I'm 23 and will have a ****** life. I have another appointment with another doctor, but the idea that I got it just doesn't leave me.

Is there any possibilities that it could be anything else? Or just general scars?

If they are genital warts, your life isn't over and your sex life will go on. These are harmless bumps. No one dies from genital warts.

I think I am well aware of that Fordyce spots and pretty sure that they are not those. Maybe I'm not able to describe my situation. The bumps are something like colorless (or flesh colored, depending on the area) really tiny flesh spots. They are raised a bit, as well.

Is warts something like that?
