If a vaccine is inactivated that just means that it is a dead virus. usually when they give you a vaccine that is active or not 100% inactivated it is a live "attenuated" virus. this means it has been rendered or become non-infectious. So both types of vaccines work. There are very rare cases where people got the flu or whatever from a live vaccine such as in children's vaccines sometimes. The rabies vaccine in the U.S. is inactivated (killed) virus. You cannot get rabies from it.
