Licked by dog

Does a dog lick a small wound and get rabies? Dogs haven't been vaccinated yet. Is it generally believed that rabies can only be infected if they are bitten or caught?
Some people told me that it was very dangerous and easy to get rabies, but others told me that it was okay, just a slight wound. It was impossible to get infected. There were many stray dogs in the United States, unless they were scratched or bitten directly.
