The boil which you are describing may be HPV - Human Papiloma Virus, however again it may not. So yes it may be a viral infection or smth else.
There is no way to diagnose the growth without
1. seeing it
2. taking necessary tests ( blood test and etc.)
These procedures may be performed by a gynecologist. And I recommend your friend also to visit one, as just the verbal description of the illness may not be enough.

Thankyou so much John for your immediate reply,i hav made an appointment n will be seeing the doctor soon.a friend of my sister has a grwowth like boils growing at the opening of her vagina ..no pus or pain but alittle itchy ,she refuses to go to the doctor can you help wth this?is this an infection ?how long will it last ?
thaanks John
Dear Molly,
I do not think that you need to us medicine on the growth. First you need to visit your doctor and ask him what is it. From what you are describing it is hard to determine something, however I have never heard of extra skin growing on the clitoris? so my recommendation is to consult a doctor.
Regards, John.
