I dont know if you watch the show dr 90210 but on one of the episodes a woman from a muslim country was having her virginity "replaced' so to speak. Im not sure of the exact details but YES YES there is a procedure that the dr can perform to tighten it. you might want to go to their web site and see all the procedures that those drs perform.
Sorry, I do not know of any operation that would get a women's virginity back.
