PLEASE HELP!!!! severe pain in urethra!

I am a 20 year old female and i have been in severe pain for almost 6 weeks! I went to the ER with severe back pain (right side), nausea and vomiting, and burning during urination. I was given a CT scan, which showed a small stone in the right kidney. The doctor said I should not be experiencing any pain when the stone is in the kidney. So they sent me home to take ibuprofen.

I returned to the ER 2 weeks later with the same symptomes, except this time i was having more groin pain and lots of debris in my urine . The doctor i saw truly believed my stone was moving and causing pain and "sand". He sent me for an IVP xray that came back normal. It showed no stone at all. I keep questioning where the stone just disappeared to? I have been straining my urine for the whole two weeks and i know i have not passed it. They also sent me home saying nothing was wrong basically.

Now i am feeling as if something is stuck in my urethra at all times. It burns and feels like needles when i urinate. I also am only "drip-dropping" when i urinate. I am at my wits end and have been in so much pain i dont know what to do. My mother has severe kidney stones, so i wonder if they can be hereditary also?

My main question is can the IVP xray be wrong and could it possible miss a stone if it has traveled way down into the urethra? I have been seeing alot of "sand" recently, which also seems to hurt worse when i urinate.

From the symptoms the important possibilities that need to be ruled out are urinary tract infection, ureteric stones and urethral syndrome. Urethral syndrome is a primarily female syndrome in which women suffer from irritative bladder symptoms (urinary frequency, urgency, burning  , and a hesitant or slowed urinary stream) in the absence of any objective urologic findings. In this the diagnosis can be made only by the proper collections of urine specimens from both the urethra and the bladder. These specimens will reveal the presence of white blood cells in the urethral washings, while the midstream (bladder) specimen will be free of cells.

Is suggest you to consult a urologist and get a complete urine examination, urine culture, urine from bladder examination and a CT abdomen done.

I forgot to add that i also have hardly no blood in my urine. they said there were traces, but not an abundant amount that a kidney stone would create.
