Echogenic lesions can be benign hemangiomas and I believe they usually are. If there are no unusual blood test results, abdominal pain or any viral hepatitis the lesion would probably be harmless more often than not.
An experienced radiologist can often determine the nature of the lesion on ultrasound and, if not, a CT or an MRI would make a diagnosis possible.

Not a doctor, but I think it means the lesion is coming off in the ultrasound as a different make up of cell structures, ie from fibrosis or scarring, as opposed to it being similar to the rest of the liver.
