Does bulls eyes rash always mean lyme?

I got a tick bite 20 y ago. I have been having irregular heart beats for about the same time (not sure if it is the same time exactly or not) ... I got bulls eyes rash after the tick bite but didn't have a possibility of getting any doc help at the time. The bite was in Europe, not N'America.
So, question is; Does bulls eyes rash always indicate lyme, or may it appear although the person does not get lyme?

The "bull's eye" rash is a sign of an early Lyme disease.

Thank you and yes I knes that, my question is however if it only appears if Lyme is present? Can it appear and the person not having lyme but a harmless bite?
