Burning sensation in the meatus

I have a burning sensation in the meatus, for the past 5 weeks. It is made worse if I masturbate or have sex. The only things that make it better is bepathen and canesten creams, plus some ice pack on my penis. My GP thought it could be UTI, but all urine results came back negative. Plus, blood test for chlamydia and Syphilis came back negative. Then I went to an Urologist that checked my penis and did a quick urine test. He said all was fine and diagnosed as Balanitis. It is extremely discomfort every time I have an erection for the next day or so, until the creams and ice kicks in. Can this be Balanitis? I'm circumsised. And if it is, what can I get to make it go away for good. Thanks
