Irritation around genital area?l

I'm 15 years old and I've been having irritation in my genital area for around 9-12 months. Only recently has the pain been so bad that I would have to leave class as it the paint was too harsh to concentrate. There is no rash surrounding it either.

Imy not sure if I have yet to hit puberty as my penis is relatively bushy and I have a lot of hair on my arms and legs. I still have a really higg pitched voice though and my arms, legs, and penis have been hairy for about 2-3 years.

Is this a sign of puberty and should it be hurting this much? Should I see a doctor about this?

No, you should not be feeling pain in your genital area, especially since it is causing you to leave class.  Yes, you should see a doctor about this.  However, you could talk to one of your parents about this first in case they have any ideas or advice.
