Flaky Skin

Well where to begin,
i'm not sure if this in the right forum so i apologise if i am "in the way".

  I am 17 and for the last 2 years my testicals have suffered from a severe outbreak of flaky skin for about 1 week of every month. As i recall around the time this started i had some sort of rash that was quickly dispatched of with cream but since then i have had come and go flaky'ness.
  It is specifically the left testical and can be described as flaky skin that when pulled cracks, when removed it reveals a much more sensitive lower layer of red coloured skin that appears shiny and wet, this then drys out and the process repeats until one day i wake up and the condition will completely dissappear for a few weeks.
  In terms of discomfort this conditions is much could be imagined when a layer of weaker skin is revealed leading to it stinging when sweating occurs and slight sensitivity over all just making things less comfortable.
The left leg which comes into contact with the testicle is slightly red.
I shower daily and have used many different products over the years which would lead me to assume this is not a allergy based reaction.
All the girls i have had sex with i spent a reasonbly large time with and know none of them to have STI's or any sort of linking medical history.

I thought i would consult the internet before dropping my pants for a doctor and would like to know if this is just a simple case of me somehow not drying properly over the last 2 years or something far more seriouse. If any further detail is required please don't hesitate to ask.

I'm thinking fungal infection or something else, not a venereal disease or anything like that.  There is a fungal thing called lichen sclerosis, but I don't know if it manifests as you are describing or not.  I'd see either your regular doctor or (to go right to the source and get a good answer with just one visit) a dermatologist.  (It goes without saying that they *have* seen it all and are not going to think it is unusual just because it is on a certain spot on your body versus any other spot.)
