How to heal from these Hydrocortisone cream side effects on my genitals?

I had a pretty severe case of poison ivy on my scrotum and penis and everywhere else, so I was given hydrocortisone 1% cream to use.

I’m in the military and was in the field during most of the rash, so I wasn’t really keeping tracking how much cream I put on. I would guess around 15 applications in a 8 or 9 day period.

Now that the rash is cleared up, my penis is stil very itchy, the head is very dry and peeling, it also has wrinkles in it. My scrotum has no visible symptoms, just a little red, but the skin is tight and very itchy.

The itch and dryness has been getting worse on the head of my penis.

What can I do to stop this reaction? Will it ever heal up?
