I noticed a raised reddish bump on the shaft base of my penis

Today while shaving in the area (i shave down there once every two weeks), I noticed a raised reddish bump on the shaft.  It isn't itchy or painful and it is not that big but shows as a clear discoloration and is slightly raised.  I do get stuff like this after shaving and initially, it reminded me of an ingrown hair.  However, it is the first time it is on the penis and unlike the previous ones, it is not painful.   I also don't see any hair in the middle of it; only at one edge of it.  I did have some rough intercourse with a long term partner.

Any thoughts?  could it still be an ingrown hair despite no pain?  or beginnings of a genital wart or something else?
