The penis often gets skin issues, including dry, cracked skin. It probably needs some help staying moisturized; try the regular use of a reputable penis health cream (health professionals recommend Man1 Man Oil) that includes a high end emollient (such as shea butter) and a reliable hydrator (such as vitamin e).  Good luck!

Are you intact? If not, the dry and cracking skin is a callus, just like on the bottom of our foot. Your glans has been building up that callus  all you life. It is from rubbing on your undershorts and anything that your glans comes in contact with. That is one reason why circumcision harmful your sexual health. With intact men the glans and the inner skin of the foreskin is lubricated with natural fluids. I hope this helps.
