Lump inside penis near the base of the shaft, what could it be?

I've been nervous about going to a doctor bout this so I left it to see what would happen; it hasn't grown or shrunk in the couple of years I've had this, and it doesn't seem to have any other symptoms going with it (no pain, no bending, no issues with bleeding, urination or sexual performance), and it's only pea sized so it's not visible either, I just noticed the lump one day and nothing else changed. Considering the lack of other symptoms in the time that's elapsed, what could this possibly be?
