On this site and elsewhere are a lot of reports from both women and men of this vibrating feeling like a cellphone in the genital region, and especially when the men write about it and about what their doctor said, there often seems to be an answer that involves a pinched or compressed nerve. See if you can start by asking about that, with the doctor.

I'd definitely get this checked out. It could be a hernia, definitely could be a back injury like a compressed nerve or disc, etc.

Give your doctor a call today or go to an urgent care center. Feel better, and let us know what happens.

Sounds like more reason you need to take it easy and see your doctor. We can't diagnose you, and more importantly, we can't treat you. You really need to see a doctor.
