Persistent NGU, Antibiotics not working

For the last three months I have been suffering from persistent red swollen urethral meatus and burning in the urethra which intensifies after peeing but can also be there when everything is dry. The urethral opening and slightly inside looks red.
Went to urologist and got urin and blood-tested for almost all STDs (chlamydia, gonorrhea, HIV, Mycoplasma Hominis, Ureaplasma urealyticum, Mycoplasma Genitalium, Ureaplasma parvum, Trichomonas vaginalis, Syphilis, and HSV-1 and 2). Only HSV-1 came back positive (31 COI), which i have been having oral ulcers with for many years. Everything else came back positive.
Initial treatment was 1g Azithromycin, followed the week after by 7 days Doxyczyline and then again with a longer Azithromycin course for two weeks. None had any impact.
I cannot take Penicilins or Fluoroquinolones due to prior negative reactions.

I have no idea what else to do, neither does my urologist give me the impression he does. Waiting it out as he suggested has clearly not helped after 3 months either.

Do you have any ideas?
