Recurring irritation in pubic hair follicles

On-off all year now I have had these recurring issues:
1) a rash in my groin folds (been to several doctors and all have told me it was time cruris which makes sense)
2) same spot every few months I get irritated pubic hair follicles.  It doesn't hurt until i move it or touch it.  Feels like someone is pulling it.  It lasts about 3-4 days

My hair is very curly so for the last few occurences I have over seen it as ingrown hairs (many of the follicles that are in the area of discussion have many hairs sticking out of the single follicle)

I also have just noticed a few small white dots in the area as well.  These dots are non itchy, separated, and I would never have noticed these dots if I hadn't been looking through the area.  

I have a picture of the area with the dots upon request.

There also isn't any redness or bruising around the area until there is something touching/brushing through it.

I had the same things hurt like hell and lots of them try not touching it and don’t use soap and don’t rub area to hard when you shower just rub very gently fixed mine I don’t have them anymore all gone just leave it alone and when you shower don’t rub or wash that area too hard should go away in week or too and if you keep rubbing gentle shouldn’t get again
