Red Spots on penis head

I have red spots on my penis head that come and go! Thus has been happening fir years now ! They don't itch burn or irritate, nor bleed or weep. Sometimes they come back in the same spot and other times all over the penis head. Sometimes it looks like a horse shoe of little white spots that if rubbed just leave a red spot. Looks a little blustery sometimes but after having many tests fir herpes and everything else under the sun the results come back negative for anything nasty! I have been to a dermatologist and after he repeated the same tests he suggested I get a small byopsy done!! Which I didn't like the sound of. As a result after many years and frustration I am still no closer to finding out what this embarrassing phscologicall irritating skin condition is! They've all given me topical hydrocortisone cream to apply which sometimes helps but these spots keep re appearing. There is no discomfort just very frustrating and really affects me phscologically!? Any suggestions? And is there a way to post a photo on this site so people who may have a similiar problem could respond? Many thanks in advance
