Red rush on head of my penis that doesn’t hurt and rarely itches.

About two weeks ago, I noticed red dots on my chest that later spread to my shoulders, stomach, and back. Then 5 days ago I got sore throat. Finally 2 days ago I noticed red spots on head of my penis and moist, sticky foreskin. It rarely itches, no pain both on my body and penis.

I had unprotected sex, but I think my partner is clean.

This exact symptoms on my penis (no red rush on my body and no sore throat) happened around 11 months ago. At that time I was a virgin. They lasted for 3-5 days and went away with no cure.

What is this and how should I treat it?
