It appears from your description that your right side testicle is still in the scrotum, but remains raised up in it. If the testicular growth is still normal, and is contributing to the sperm production, may be you need not have to worry. It appears like a case of short spermatic cord.
As I understand, an undescended testis gets stuck in the abdomen and does not descend into scrotum. In that case, if not corrected through medical intervention at an early age, its development is affected during puberty and it remains nonfunctional. In such cases, it is recomended to remove it, as otherwise, it can lead to complications like cancer.
Are you married and have children ? In any case, do consult a urologist and find out if your right testis is infact an undescended one and require to be removed?

Thanks for your help. Physician did not tell me for surgery. Should I go for any other physician, what is the chance to get any problem in future if it left as it.
As you have mentioned, it would be best to see your physician to see if your undescended right side testicle can be brought out at this time for your present and future health.
