Single bump on tube underneath penis

I am 18 years old and I am not sexually active whatsoever. I have had this problem for quite a while now and it just doesn't seem to go away. There is a small bump on the tube that carries urine/sperm out the penis. It is very near the tip (1-2mm). It is very small, but you can feel it well. It becomes painful if I touch it too much, and it will seeminy randomly be irritated by urination and make it hurt to urinate. I've had this problem for several months now. I already went to the doctor once, and he ran a urine test which i passed with no problems whatsoever. He said it was maybe a kidney stone, but for how long this has been going on I'd have to highly doubt that at this point along with the fact that I haven't passed any kidney stones ever. Any info that points to a solution would be extremely helpful. I'd love to be able to stop worrying about it. Thanks!
