Swelling/redish on penile shaft after sex

Good morning,

I will try to be detailed and brief as possible with my current issue. Normally I use condoms for sex (with females) I am not Bi. There has been two occasions recently where I had unprotected sex and I've had this slightly raised bump (redish) on my penile shaft shortly after finishing sex. I jump in the shower and the bump goes away within an hour or so. It does not hurt and it does not itch. It is only on the top layer skin of my shaft. I've pulled my skin all the way to expose the tip of my penis to see if there was anything unusual but everything looks fine. I've been to a dermatologist and was told that it could be eczema on my penile shaft. I've used the cream for about a week now but this only has happened after intercourse (unprotected). When I use a condom, I do not flare up or any type of irritation. I've tested for HIV and other STD's recently which would make it 81 days from my last potential exposure (4th generation antibody and antigen blood drawn from vein test) (you can see my first post about it) I've uploaded some pictures. if anyone with knowledge can please take a look at them and let me know what can be the possibilities for this issue I am going through.

Current symptoms: swollen lymph nodes in neck (two of them) one on left side of the neck.
