What could a bump towards the base of my shaft be?

I haven't been sexually active for a while. (Upwards of a year).  I noticed it today but it hadn't been big enough to notice the night before.  It hurts when pressure is put on it like a pimple would.  Its just a single bump and its not a sore or wart,  it looks like its a pimple that hasn't come to the surface of the skin.
