What to do about lump in penis?

I have a small lump in my penis... well, it is not exactly a lump. The thing is, one particular day three weeks ago, I masturbated overly and had a friction rub (and continued despite that). What I now have is the skin growing back at the region of the rub, with a slight swelling. It is not a painful one, but it itches. The question is what do I do.

P.S. Haven't had any form of oral sex or sexual intercourse for three years, so STD is out.
