White bumbs on testicles

I've had some concerns about the health of my penis for some time now but have not taken any steps towards seeing if it's anything serious or not. I sometimes get these white bumbs around my testicles and the lower half of my penis. They don't hurt or anything and they don't seem to be pop-able. They come and go and don't seem to have any actual effect on me. I'm a virgin and have had these off and on for awhile now, i first noticed them probably around 4 or 5 years ago and thought nothing of it. Is this potentially harmful or a sign of something serious? Another concern i have is that occasionally, usually after masturbating, i feel the need to pee but it will only come out in small amounts and if often burns. This will normally last for like 5-10 minutes, and usually semen will come out as well with the pee. This is very occasional, maybe once a month this happens. If you have any information on either of these concerns please share! Also, this is my first time on this website so sorry if my format is wrong or if i'm posting in the wrong section or something.

Hi Shade, What you have are sebaceous systs or pillar cysts or wens, all the same thing, and there just harmless, as men we all get them and you cant pass them on.
Your normal.

Hi Shade, Well I think your find this a quite comman thing, having the urge to urinate after masturbating, and yes it will sting a bit and you will find some sperm mixed with it, this is because the would still be some in you urethra, but if your getting a stinging feeling after urinating, get off and see a doctor it could be a UTI, he will fix you up.
