Why does my penis burn after I masturbate?

I am 16 years old and I masturbate 1-2 times every 2 days. Once in a while after I masturbate I will feel a very bad and painful burning sensation around the head of my penis. I am a virgin so I know it is not a STD. The burning feeling will start to ease as a pee but I will have to sit on the toilet and try to continuously pee for about 45 minutes-1 hour before the burning stops. I will have to try to pee every 5-10 seconds or it will painly burn. I drink lots of water throughout the day so I feel I am pretty hydrated. Can anyone help me maybe figure out my problem? Thanks
