No, it is not true. Some time after circumcision (years usually) the glans becomes dry and less sensitive due to continuous exposure and friction with the cloths, so you need more effort and different practices to get sexual pleasure. Besides, the inner surface of the foreskin has thousands of erogenous nerve endings. All these are removed during circumcision. This is even more true for the frenulum.
It is not more complicated than that: there is a reason why men are born with foreskin.
