Hi there,
Most of the times bumps on the penis are harmless. These are flesh colored lumps on head of penis.Fordyces spots are small yellowish or white spots which may be seen on head or shaft of penis. These are sebaceous glands without hair follicles. They are generally harmless and do not need treatment. Since your bumps are symptomless it is unlikely to be due to some serious cause. Get it seen by a urologist. Treatment will depend on the cause.
Best luck and regards!
