red itchy scrotum

Over the past few months my scrotum has become extremely red and itchy along with the under side of my shaft and the tip of my penis. I have been checked for all STD's since the last time i was sexually active and all results came back negative. I have also been to the DR (female Dr also does not seem to be a very good physician). She seemed to thing it was something fungal and gave me a steroid based cream to apply to the area. The cream seems to help somewhat but the rash has not subsided. This is getting quite annoying. Also it is nearly impossible for me to keep the area dry and seems to get worse when wet. Could some one please help me to fix this problem it is quite irritating. Thank you everyone who has decided to take time out of their busy day to read this post all feedback is much appreciated.

it is not sore to the touch but it is however quite itchy, not all the time but alot of the time, i have been using some topical cream followed by baby or gold bond powder to keep dry and that seems to be working although the rash has not completely subsided.

a possible rash from sweating perhaps. do you use powder? if not i would recommend using it after each shower, maybe a few times a day if necessary. Is it sore to the touch? if so a simple baby rash cream might help further problems with moisture that causes it to be itchy, sore and red. and this will prevent further irritation. I forgot to add that i am a 21 year old male, not sexually active at the moment but i do frequently masterbate.
