Firstly MS can't actually be ruled out from 'just' someones LP results, there's a lot more to diagnosing MS than any single test result so either "My Neurologist stated that because the second LP came back with 0-bands that MS was ruled out" is a misunderstanding or your neuro is giving you misinformation....
BUT having said that please keep in mind that Obands are not exclusive to MS and IF MS was the cause of the positive LP (2+ Obands unique to the serum) your second LP should of been positive too, with MS you can acquire more Obands over the course of the disease but once you have them they don't reduce or disappear
Off the top of my head these are some other conditions that may produce Obands, Lyme disease, Neuromyelitis optica (Devic's disease), Systemic lupus erythematosus, Neurosarcoidosis, Subacute sclerosing panencephalitis.
Subarachnoid hemorrhage, Syphilis etc whether or not any of these conditions have fluctuating LP results i honestly couldn't say.

You asked; "I have chronice joint pain in my fingers/hands, lower back, feet, knees and ankles. I also have numbness, tingling in my toes, legs, hands, lips and tongue. A very new symptom is rash and severe itching above my ankles covering about 4 to 5 inches on both legs. Could this be MS?"
What you're experiencing would more likely be due to an alternative medical condition than a neurological condition like MS.....'joint' issues in relation to MS are generally not as wide spread, if the joints are effected it's typically a secondary issues due to things like years of walking with an abnormal gate, foot drop, spasticity, fall trauma etc
Your tingling and numbness is also too wide spread for a first presentation or early in the disease course, because your experiencing these abnormal sensation in both upper and lower and bilaterally which are typical red flags pointing away from conditions like MS.
Rashes are not associated with MS, you might possibly be having an allergic reaction to the meds your taking, but typically rashes would also be pointing away from neurological condition like MS. You would need further evaluation to find out what's causing all this but what type of doctor you need to see i honestly wouldn't know, so i'd recommend you ask either your primary care physician or your neuro where to go next..
