Welcome to the forum. Unfortunately, we won't be able to tell you what this means, because a doctor will need to correlate your symptoms with the imaging, and testing that has been done on your behalf. Since your MD is not specialized in these fields (vascular/neurology) he/she did the right thing by referring you along. It's ok. Don't panic
Some of what you mention on the report includes the possibilities - it's what those radiologist do besides listing what was found, or not. And, the doctor recommended you to a neurologist - however, you may need to see a doctor to explore the vascular side as well (from what is suggested in the report).
Don't let the above list of potentials alarm you. If there were something imminent in that report, your regular doctor should have sent you to an ER.
