I have a sharp pain in my arm after being shocked, is that serious?

Hello, about 40 minutes ago I was unplugging my laptop and my thumb brushed against the metal springs on the plug as i was pulling it out and i felt a shock go up my hand. I heard the sound and I couldnt move for a good 5 seconds. My hand felt tingly and painful after and I just tried to laugh it off but now I have pain all the way into my shoulder socket and im having difficulties lifting that arm and picking things up. I am also starting to feel pain in my shoulder blade and mid back on that same side and i dont know if i am just panicked or something serious is happening. I dislocated that shoulder about 7 months ago so the pain is really bothering me right now. Should I be concerned? Should i go see a in office doctor about it?

If you are concerned, and feel you should get a doctor to look at something, why are you asking if you should?
