Recovery from brain injury is dependent on the extent of the injury as well as the treatment and rehabilitation given. Whenever possible, the recovery is usually a slow process, which could take months to years.
It should, however, be noted that your brother's improving condition, though slow to occur, does provide a better prognosis.
With regards to sensation, it would be difficult for us to assess whether sensation would return. You should consult your neurologist as he/she will be in the best position to assess your brother's condition as well as gauge his chance for recovery of specific functions.

Outcome of patient after brain hemorrhage or bike accident depends on age and severity of injury like greater the age and severe the stroke, whether graded by neurological score or extent of hemorrhage on imaging, are both associated with increased case fatality and poorer functional outcomes.
Each case has to be taken individually. Normally patient who survive such massive hemorrhage, develop some kind of new talent.

The unit is usually connected to the skin using two or more electrodes. TENS works to decrease pain perception and may be used to control acute and chronic pain. It helps in regenerating nerve. Nerves regenerate, or heal, at a rate 1 millimeter/day. The only nerves that can regenerate are the nerves outside of the spinal cord, or peripheral nerves. The nerves in the spinal cord, once damaged, cannot regenerate.
However, if the peripheral nerve is severely damaged or stretched it may never heal.
