Reading MRI - neck

C2-3: There is a 2 mm disc bulge without stenosis.
C3-4: There is a 2 mm disc bulge without stenosis.
The rest are normal. 8 years of neck pain.  I have  headaches and cant turn head without lots of pain. Daily pain with mild to no relief from Aleve.
I would do anything to not have pain all the time and to turn head again.  8 through  6 years ago I did numerous rounds of therapy and chiropractors and pills. Nothing relived pain , if not accelerated it. just decided to live with it. I'm afraid I will hear Dr, tell me once again that is not a big deal.
My question is, how serious are these bulges?
