Is surgery likely?

This is my MRI results:
C2-C3- A small disc bulge is present with mild left facet arthropathy. There is partial effacement of there ventral CSF and mild left foraminal stenosis.
C3-C4 a small disc osteophyte complex is present with mild left facet arthropathy. There is effacement of the ventral CSF.
C5-C6 a small disc osteophyte complex is present with partial effacement of the ventral CSF.
C-6-C7 a broad right subarticular extrusion extends up to 0.8cm above and below the disc level with mild flattening of the right ventral cord. There is severe right foraminal stenosis.
C7-T-1 There is mild bilateral uncovertebral hypertrophy and mild bilateral stenosis.
Impression- Right subarticular disc extrusion at C6-C7 exerting mass effect upon the right ventral cord and causing severe right foramina stenosis.

I have been in extreme pain for 2 weeks, I have been on oral steroids and just got a cortisone shot and on pain killers and can barely move without severe pain. I have numbness in my tricep, forearm and middle and index finger with major shoulder pain.
