Generally this condition is associated with deterioration of the micro-circulation, usually in the feet, toes and soles, theoretically because of an excess of free radicals. Anti-oxidants, omega-3 fish oil,  and alpha lipoic acid are considered helpful. It is sometimes accompanied by lack of sensation or numbness. Diabetes is one of the most common causes. In the case of diabetes it may develop and disappear for a while, then return. It is a big yellow flag and means that special attention must be given to glucose levels.

PN may refer to Peripheral Neuropathy or degeneration of peripheral nerves which could occur secondary to trauma, metabolic causes, nutrient deficiencies, medication side effect etc or due to unknown reasons. You could read more about the condition online.
