What Could Brain MRI Results Mean?

My 77 year old mother has had dizziness/lightheadedness daily and confirmed occasional benign positional vertigo for several months.  She is also always cold.  Recently had 1 confirmed and 1 other maybe TIA (maybe more unaware of) had ct scan and bloodwork put on plavix.  At my insistence we had MRI and Echo last week.  No results as of yet on the echo but md called with MRI results:  1) chronic changes with small vessel disease and 2) diffuse dural enhancement.  Have scheduled appointment with  neurologist but noone can or will tell me what the possibilities are.  Please help!
