Yes, it has happened to me.  Years ago I was diagnosed by my family doc as having Restless Legs Syndrome, it was triggered by a bad back.  A neurologist confirmed it.  It can happen in the day and/or the night, there's this pulling urge sensation in the calves, very annoying, it can cause sleep loss in some people.  So, this may or may not be what you have, too.  Sometimes legs will do this, tho, for other reasons, like being low on iron in the blood, which can be corrected by supplements, which your family doc can do some bloodwork and see where your vitamin and mineral numbers are.  So, my suggestion is next time you see your doc, ask about the situation, and they will be able to narrrow down what exactly is causing this to happen to you.
