neck and bilat arm pain

I have neck pain,bilat arm pain and numbness for 3 yrs.Have see mulitple Dr with x-ray,ct,mri and myelogram. Some ct show disc disease but mri and myelogram are nl.Only relief is steroids either oral or epidural, last about 4-6 months. Driving alot sets it off.No weakness except for the pain.Can't stand the pain drugs. Any ideas. Have had 10 epidurals and numerous dosepacks.PT don't really help.Sometime wwill have shakey legs along with above.I am on htn and lipid meds, these have been stopped several times with no affect.
