Welcome to the forum! Sorry to hear you are having this pain. Neck pain can be very bothersome.
Spasms in the back/neck/shoulder can cause stiffness, pain, and limit your range of motion. If you did not have a mechanical injury while doing any activities recently, you possibly might have slept wrong and have a stiff neck. Sometimes even a shoulder problem can radiate up into your neck as well.
I would try a cold pack to your neck and maybe use an anti-inflammatory such as ibuprofen or Motrin which will also help for pain. Then you could switch to warm heat after 2-3 days.
If you a lot of pain restricting your movement or daily activities, I would call your primary care physician and make an appointment because you could use a muscle relaxant at that point in time and they have other modalities of treatment at your doctor's office.

You probably wrenched your neck somehow and it's got a little spasm in it, and because the nerves for the arm come out of the cervical spine, that would be why it's bothering you. The simple solution is to have a friend or relative massage entire shoulder area and along the back where the neck spine is, and after two or three of those, perhaps you will find relief. If not, then you could ask your doctor to scan your neck, to make sure you don't have a herniated disc or other cervical spine irregularity.
