Constantly fidgeting

Not quite sure how to categorize this question.

For the past few weeks I have been experiencing the need to always be fidgeting. Is this restless leg syndrome? It's not necessarily at night when I am laying down. It is just hard for me to sit still in general. Right now it is simple for me because my fingers are moving as I type this. But if I attempt to sit still, it is very difficult. I have to have toes tapping, knees bouncing. Another thing I experience are very cold toes and feet, and I understand that could be related to ADD? I'm not sure if it's related to this problem.
