Fluid bubble on knee

I'm a 66 year old female.  15 months ago I had a torn meniscus repair.  It was a very slow and painful recovery.  I still have occasional pain.  On the side of my knee that the surgery was on, I've developed a quarter size bubble that feels like a water balloon when you press on it.  No pain at all in this area.  Just wondering what it could be.
