Lump/cyst on the heel

I have a lump on the very end of the heel, this extended part does not come in the way of walking.
I am not able to figure out if it is a ganglion cyst. As far as I remember it is on my heel for 14 years, however the size has gradually grown say from 0.5 inch to 1.5 inch in these years. I have got it checked from two doctors and they say it is not harmful but they didn't know what to call this growth. I am attaching a photo for reference.
