Repairative surgery on mishealed Monteggia fracture?

Shortly before my 5th birthday, I fell and broke my arm. Halfway through the casting period, I jumped in a pool. As a five year old in summer is bound to do. They recast it, but when the cast came off there was a lump where my arm had been 'fixed'. My mother and I were told it was a callus, from a mis-set when my arm was recast. Fast forward 10 years and I am starting to feel inconvient pain in my arm. Clicks and snaps when doing push ups, a few too many tearing-up-in-pain days. X-rays are done, and I'm told that the break in my arm was cast wrong. Period, no pool about it. Because of a poorly taken x-ray, what was thought to be a clean break was a monteggia racture. And now the ulna is twisted/bowed and the radius is still dislocated. 10 years later the ball and joint have grown seperate of each other. I'm also told that because my mobility is high, only 14 or so percent lost, there is little point for surgery. But now, almost 10 more years down  line, the pain days are become more commonplace. My wrist has joined in on the fun with aches and clicks and clacks. And it's just an all around pain in the... elbow.
What I want to know is, is repairative surgery possible? Favorable? Stupid? Is pain management all I have to look forward to in life?
